Gloria Fernandez, MA, CRA
President and Principal

Gloria is a Certified Research Administrator (CRA) with over 20 years of experience in management and grant management, sponsored programs, and research administration. 


Before founding TCL, she spent many years as an independent consultant serving non-profits and government entities. Gloria served as a FEMA Grants Management Specialist for Public Assistance. In 2009, as a contracted consultant she worked for CSA Group Inc. in the implementation of the American Recovery and Reinvestment Act (ARRA) funding for the Department of Education and the Puerto Rico Infrastructure Investment Authority (AFI).

She was Assistant Vice President of Sponsored Programs at the Ana G. Méndez University (UAGM), Director of Sponsored Programs at the Office of the Dean of Graduate Studies and Research at the University of Puerto Rico, Rio Piedras Campus. 


Gloria holds a Master of International Politics and Development from the University of Leeds, UK, and a BA in Biology with a concentration in Environmental and Natural Resources from Kansas State University.  Gloria currently pursues a Master of Science in Research Administration from Johns Hopkins University.

Gloria serves as a member of the Board of Directors of the Fundación Asistencia al Centro de Trauma Inc. (FACT)

Jeffrey Quiñones Diaz, MS, JD


Jeff is a public affairs/strategic communications professional with over 25 years experience in academic as well as the public and private sectors.  He has held various positions in various spheres of public affairs at the municipal, state and federal levels.  In his tenure with the federal government handled media relations in Puerto Rico and the US Virgin Islands. Jeff served as Executive Director of the Office of Public Security Affairs where he managed a grant portfolio of $25 million for municipal governments in the island.


He holds a Juris Doctor from the Pontifical Catholic University of Puerto Rico, a Master's Degree in Communication Sciences from Illinois State University and a Bachelor's Degree in Marketing from the Inter-American University of Puerto Rico. He has been a lecturer in Public Relations, Communications and Security at the Pontifical Catholic University of Puerto Rico, the Inter-American University in Ponce, the Metropolitan University, and the University of the Sacred Heart in San Juan.

Miguel E. Orta Rosado

Business and Forensic Economist

Miguel is a seasoned economist with government and private sector experience.  He served as Manager of Planning and Performance for Telefonica Empresas, a subsidiary of the Spanish telecommunications conglomerate, and Director of Management and Budget for the Municipal Government of Carolina, Puerto Rico.  He also served as Operations Auditor for Advanced Management Service Group and Marketing Advisor for Franchise Development for the Minority Business Development Administration (MBDA).  Since 2009, he ventured into business analysis and financial risk consulting practice serving various local and international clients.  


Mr. Orta brings solid experience in areas such as Forensic Economics for Tort and Contractual claims, the development of Standard Operating Procedures, Business Financial models, Strategic Planning with Balance Scorecard, Logic Models for Special funds in Municipal projects, Feasibility Studies for capital investment, Competitive Intelligence, and the application of ABC Methods to create costs centers, quality standards, customer satisfaction, public administration and regulatory compliance.   


He has been a lecturer at the Ana G. Mendez University Teaching Business Administration courses such as Corporate Finance, Managerial Economics, and Inferential Statistics.  Miguel has an Associates Degree in Business from the University of Puerto Rico in Ponce; a Bachelor of Business Administration from the Pontifical Catholic University of Puerto Rico in Ponce; and a Master in Financial Economics from the University of Puerto Rico, Rio Piedras.
